Development of typical projects and implementation of pilot Automatic Systems for Commercial Accounting of Power Consumption (ASCAPC) for public sector objects (scientific, educational etc.)

Description
It is proposed to develop typical projects for Automatic Systems for Commercial Accounting of Power Consumption adapted to the specific conditions of public sector customers. Usually these specific electricity consumers as opposed to industrial consumers are accounted not on the boundary point. Moreover, the electric networks of public sector customers can get connected with the objects, which are calculated by power companies at different rates (domestic consumers are rated as residential, industrial facilities are rated with flat-rate or multi-part tariffs); and also connected with rental businesses affecting the overall power losses.

Innovative aspect and main advantages:
The offered project in contrast to known systems takes into account peculiarities of public sector consumers:
- The loss of energy is taken into account when the accounting point is not based on the boundary point automatically;
- The consumer groups are formed according to different accounting rates automatically;
- The data on energy consumption by irrelevant consumers (sub-holders) is generated automatically.

Problem solved:
ASCAPC is obliged for implementation on the objects of Ukraine according to the “Rules of Electric Power Usage” (p. 3.35 REPU) and NERC resolutions.
According to the REPU electricity transferring organization provides an account of electrical energy considering the scheme of electricity accounting after implementation the ASCAPC.

Objects of public sector with connected load of electricity-generated equipment 150 kW and more and monthly average consumption for previous 12 accounting periods for working equipment or stated rate of electricity consumption for new electrical installations 50 MWh or more.
