Creating the concepts and methodological foundations of construction of integrated systems for monitoring the effectiveness of energy use in the industrial and commercial facilities

Description
These past 15 years indicate that in Ukraine, significant, large-scale results in energy savings have not been achieved. The main reason for this state of affairs is the lack of efficient power management both at the national and regional level and at the level of enterprises, organizations and their units, as well as individual plants and energy-intensive processes. One of the first, fundamentally important functions of such management is monitoring the effectiveness of the use of fuel and energy resources (FER) at all levels of management, the only "tool" of the Ukraine which is traditionally a system of rationing of fuel consumption and energy.
The problem is that the current system of rationing of specific consumption of energy resources and, in particular, electricity has a number of major flaws that do not allow to objectively assess the level of efficiency of energy use and, therefore, to take appropriate and timely management decisions in the field of energy saving. On the other hand, alternative approaches to control fuel efficiency and energy used abroad also have a number of disadvantages, simplifications and unresolved issues, which cannot be directly, "mechanically" to apply them in Ukraine.
The authors of this innovative project identified the areas and methodological approaches to the improvement of existing methods of valuation of specific consumption of electricity in the industrial and commercial facilities, as well as the methodical bases for the construction and operation of the original operational control systems of energy efficiency in the production.
According to the authors of the project, the most appropriate direction in the development of the existing system in Ukraine for monitoring the effectiveness of the use of electric energy is the creation of industrial and commercial facilities integrated control systems, which are based on a combination of improved methods for the valuation of its specific consumption with the construction of operational control of the efficiency of its use.
The application of the concept and methodological foundations of construction of integrated control systems will allow establishing more accurate and scientifically based values of energy efficiency, enhance objectivity and control energy efficiency, which, in turn, will create the necessary conditions for effective energy saving control on production and economic facilities in order to reduce costs and enhance the competitiveness of domestic production.

Innovative aspect and main advantages:
The normalization of specific consumption spending is primarily based on the construction, analysis and rationalization of electrical balance of production and commercial facilities. Therefore, in order to improve the current regulatory system in Ukraine, the authors of this investment project developed the methodological approaches to the construction of optimal design models, power balances, which are based on the use of expert methods, methods of fuzzy mathematics and optimal programming. The use of these techniques will help create the balance sheets for consumption of electric energy for the production and commercial facilities, which will be more reasonable and accurate than the electric power balance derived from traditional computational and analytical methods.
The methodological bases for the construction and operation of the system of operational control energy efficiency in production, developed by the authors of the project, are original and very different from the methods of methods for control and planning of energy used in international practice and known as Monitoring and Targeting Systems. The main advantages of the method proposed by the authors include the use of expert methods for determining the composition of the factors that significantly affecting the power consumption, as well as in the application of more stringent and clear probabilistic and statistical procedures for the construction of mathematical models and the establishment of "standards" of electricity consumption, which allow to take into account the random nature of the processes of power consumption and the residual error of the simulation.
In addition, the authors of the project also suggest the original procedure of the control of the set of "standards" of power consumption, which is based on the use of statistical methods for quality control of products, which will enable to identify quickly a non-random moments of reducing or increasing the efficiency of electricity use, as well as to obtain objective quantitative estimation of her savings or cost overruns during the respective periods.
The idea itself and methodological approaches to the development of integrated control systems for energy production and economic facilities have neither domestic nor foreign analogues.

Problem solved:
The current system of regulation for specific consumption of of fuel and energy resources does not solve the problem of objective quantitative assessment of the level of fuel and energy efficiency in social production.
Without a solution to this problem, in particular, such functions of power management as the creation and justified application of economic incentives for the efficient use of electricity, the introduction of energy-saving equipment, technologies and measures, the creation and operation of an effective mechanism for attracting investment energy conservation, evaluation of energy saving potential, feasibility and priority of the implementation of energy efficiency projects, the implementation of the results of monitoring of their implementation, ensuring the return of invested funds, etc. cannot be successfully and practically carried out in Ukraine.
